SUMMARY:Membership Vote on Category 2 Applicants
DESCRIPTION:NOTICE OF MEETING:\n\n\n\nWilliams Lake First Nation (“WLFN”) will be holding a Special Membership Meeting (on the time and date set out above)\, where WLFN Electors (WLFN Members over the age of 18) will have the opportunity to vote on Category 2 applicants for WLFN Membership. Doors at 5 PM\, with voting from 7-9 PM. \n\n\n\nBACKGROUND AND VOTING PROCESS:\n\n\n\nThe 2024 WLFN Membership Rules established two different categories of applicants for WLFN Membership: Category 1 and Category 2. \n\n\n\nIn order to be considered a Category 1 applicant\, a person must demonstrate that at least one of their parents is a WLFN Member or that the applicant or one of their parents were entitled to be on the WLFN Band List maintained by Canada prior to April 17\, 1985. Category 1 applicants are entitled to automatically be added to the WLFN Membership List once their application is processed. \n\n\n\nIf an applicant does not meet the criteria for Category 1\, but is otherwise eligible for Membership\, they will be classified as a Category 2 applicant. \n\n\n\nIn order to become a WLFN Member\, Category 2 applicants must have their application for Membership approved by a Majority (50%+1) of WLFN Electors physically present at a Special Membership Meeting. \n\n\n\nWLFN will be holding a Special Membership Meeting and Membership vote on Category 2 applicants on December 5\, 2025 from 5 p.m. to 9 p.m. at the Elizabeth Grouse Gymnasium.\n\n\n\nAll Category 2 applicants that have submitted a complete application prior to the date of this notice shall be voted on at the December 5th meeting. \n\n\n\nIn order to ensure fairness\, transparency and organization of Membership votes on Category 2 applicants\, Council has adopted the WLFN Membership Rules Category 2 Vote Policy (“the Policy”) which establishes clear procedures and rules for the Category 2 voting process. In accordance with the Policy\, the meeting will begin with the facilitator introducing each Category 2 applicant. The facilitator will also disclose if each applicant has provided WLFN with a criminal record check and if the criminal record check submitted by each applicant indicates the applicant does or does not have a criminal record. \n\n\n\nAfter being introduced\, each applicant will be given 10 minutes to provide a presentation on why they should be considered for WLFN Membership\, provided that the Applicant has given the  Membership Administrator notice of their intention to make a presentation or not make a presentation at least seven (7) days prior to the Special Membership Meeting.  If the Applicant does not notify the Membership Administrator as to whether or not they propose to make a presentation\, it will be presumed that the Applicant is not presenting and they will not be afforded the opportunity to do so. \n\n\n\nApplicants are not required to provide a presentation but are strongly encouraged to do so. Applicants are asked to include information in their presentation on their family ties or other connections to WLFN; their involvement in WLFN cultural and/or community activities and how they plan to contribute to the WLFN community if granted Membership. Members may ask applicants questions following their presentation. \n\n\n\nAfter all the presentations are complete\, WLFN Electors present at the meeting will then have the opportunity to vote by secret ballot on whether or not to approve each applicant for WLFN Membership. Voting will be open for at least 2 hours from 7 p.m.-9 p.m. but may open prior to 7 p.m. if presentations conclude before that time. Upon the conclusion of voting and tallying of results\, the Membership Administrator will announce the results of the vote at the Special Membership Meeting. Each applicant will also be informed of the results of the vote and the Membership Administrator will post a notice with the results in accordance with the Membership Rules. \n\n\n\nLIST OF CATEGORY 2 APPLICANTS:\n\n\n\nThe WLFN Membership Rules require that this Notice include the names of each Category 2 applicant being voted on at the December 5\, 2025 Membership Vote.
