NOTICE OF MEETING

Williams Lake First Nation (WLFN) invites all registered Members to participate in a Community Meeting to discuss the Election Code Community Survey and potential amendments to the WLFN Custom Election Code. The meeting will take place on March 13, 2025, at the Elizabeth Grouse Gym (2674 Indian Drive).

MEETING PURPOSE

The purpose of this meeting is to provide Members with an overview of the Election Code Community Survey, share key areas of focus, and gather input on potential amendments to ensure the Election Code supports effective, transparent, and accountable governance.

BACKGROUND

The WLFN Custom Election Code is a core piece of WLFN’s governance framework, as it establishes the composition of WLFN’s Council, its mandate, election procedures, and terms and conditions of office. The Election Code was originally adopted through a referendum on August 21, 2008.
The Election Code was previously reviewed in 2018, which led to several amendments. Most notably, those amendments included provisions which render a WLFN Member ineligible for the offices of Chief or Councillor if they:

1. Have been convicted of an indictable offence in the last 10 years; or

2. Have been found responsible in a criminal or civil court for the misappropriation of WLFN funds.

WHY ANOTHER REVIEW?

Since the last review, it has become clear that a comprehensive update is needed to ensure the Election Code reflects the evolving values and needs of the WLFN community. Key topics for discussion include:
• Council Composition & Residency Requirements
• Voting & Tie-Breaking Procedures
• Candidate Eligibility Criteria (e.g., Criminal Record Restrictions)
• Online Voting & Alternative Electoral Systems
• Oath of Office & Removal from Office
• Council Remuneration & Employment Rules
• Professional Development & Compensation
This meeting will provide Members with an opportunity to learn about and complete the survey, share their perspectives, and discuss next steps in the review and amendment process.
