WLFN Wins 2025 AFOA Best Practices Award
Williams Lake First Nation (WLFN) has been awarded the Aboriginal Financial Officers Association (AFOA) of BC’s 2025 Best Practices award for large communities (over 500 members). On December 4, 2025, WLFN’s finance team was recognized at a ceremony in Vancouver.
The award was presented by BMO Vice President of Indigenous Banking (BC Yukon) Doug Bourque. Before handing the award to WLFN Chief Financial Officer Lori Billyboy and the WLFN Finance team, he praised the accomplishments of the Nation over the past decade.
“They have a special team at Williams Lake…Williams Lake First Nation has demonstrated sustained excellence in financial management, strategic planning, and government modernization. WLFN has grown significantly in both operation and organizational sophistication, while continuing to strengthen as the governance systems uphold fiscal discipline and long-term community prosperity. WLFN’s achievements reflect a commitment to accountability, transparency, and a vision for self-determined growth rooted in Secwépemc (values). Over the last decade, they have developed clear land governance processes including land-use planning, leasing frameworks, environmental management, and transparent public engagement — which is, I think, one of the biggest things — strengthening internal capacity in natural resources and environmental protection, law enforcement, and land stewardship, to uphold long-term community interests. WLFN has proactively modernized its financial administration law. WLFN’s stability has positioned it as one of the financially strongest and soundest governments in the country. They exemplify the highest standard of financial management, governance, and strategic planning, demonstrated by government modernization, strong fiscal stewardship, and thoughtful investment of settlement funds. A commitment to transparent, community-led decision-making positions WLFN as a model of excellence. With disciplined long-term planning, cultural grounding, and strong inter-governmental partnerships, WLFN has built one of the most resilient, forward-thinking First Nation governments in British Columbia. These achievements reflect a collective effort of Chief and Council, staff, Elders, community members, and leadership across all departments.”
AFOA BC’s three Best Practices awards are given to communities that have demonstrated long term excellence. Applications are submitted to AFOA BC in early November of each year, and the winners are announced at the Winter Conference.
